A request was received in the Public Works Office on July 7, 2014 requesting the requirement to install sidewalk per City of Rapid City Ordinance 12.08.060 be waived. This request is associated with City Project No. 51002 and Parks and Recreation Project No. 13-6109. The subject city property is located on Skyline Drive near the intersection of Skyline Drive and Flormann Street at “Stone Wall Overlook”. The roadway segment improvements at “Stone Wall Overlook” are in undevelopable areas within Skyline Wilderness Park and are adjacent to very steep terrain. The topography slopes downhill both to the east and to the west. Skyline Drive currently has no sidewalk, no curb and no gutter, and is constructed in varying widths of right-of-way. As noted in the attached letter from Parks and Rec, no parcels close to “Stone Wall” currently have sidewalk. The properties that comprise the Skyline Wilderness Area were preserved and deeded to the City with the condition that they remain in their undeveloped natural state as an urban wilderness. The proposed development project falls within these parameters and the implementation of sidewalks in this area would detract from the potential scenic byway designation and the wilderness setting. |
